The 15th day of the first lunar month each year, known as "Yuan Xiao", is one of the three major traditional festivals in Taiwan. It is also the first festival celebration after the start of the Lunar New Year. In 1990, the Taiwan Tourism Bureau began holding the Taipei Lantern Festival to foster local culture and to bring the traditions of Taiwan onto the international stage and into the modern age. Over the years, the festival has steadily grown to become one of Taiwan's biggest and internationally best-known tourism events.
To increase cultural awareness and to experience the honor, the prison encouraged inmates to make their own lanterns and to attend the lantern design competition annually.

The lantern-making work(fú lùcái shényíng xīnchūn) that made by Taoyuan Prison's inmates won the the High Distinction Award at chayi's national lantern design competition.

The lantern-making work(jùn mǎfēi yuètáiběichéng) that made by Taoyuan Prison's inmates won the Excellence Award at Taipei's national lantern design competition.
